Compensation: $36.00 per hour
Work Arrangement
This is a full-time, hourly employee position performed remotely. Schedule and workload are established based upon organizational needs, workforce priorities, and the requirements of the position. The Human Resources Generalist will support CRHE's workforce operations across Delaware, Pennsylvania, New Jersey, and New York City and may participate in virtual meetings, employee communications, and other activities requiring coordination across jurisdictions. About CRHE
The Center for Research & Health Equity (CRHE) is an integrated behavioral healthcare organization committed to expanding equitable access to high-quality mental health, substance use disorder, and co-occurring disorder treatment for adults. Through interdisciplinary collaboration, culturally responsive care, evidence-based practice, and community partnerships, CRHE seeks to improve behavioral health outcomes while addressing the social and structural factors that influence health and recovery.
CRHE provides outpatient behavioral health services, intensive outpatient programming, partial hospitalization programming, psychiatric medication management, integrated care coordination, and community-based partnerships designed to improve long-term health, recovery, and quality of life.
Position Summary
The Human Resources Generalist supports the development of CRHE's workforce infrastructure as the organization grows across multiple jurisdictions. The position provides broad human resources support across recruitment, onboarding, personnel administration, employee relations, policy implementation, compliance coordination, performance management, training, and workforce records.
The Generalist will work closely with organizational leadership to establish consistent HR processes while recognizing that CRHE operates across jurisdictions with differing employment requirements. The position requires sound judgment, discretion, strong communication skills, and the ability to manage confidential personnel information.
The Generalist will support the development and maintenance of standardized hiring, onboarding, personnel, performance, and workforce-management systems as CRHE expands its employee workforce and service operations.
Regulatory / Operational Classification
This position operates within CRHE's organizational policies, applicable federal, state, and local requirements, employment requirements, confidentiality standards, and the scope of responsibilities established for the position.
Essential Functions
Recruitment & Hiring
- Coordinate job postings, applicant communications, interview scheduling, reference checks, and hiring documentation.
- Maintain recruitment records and applicant tracking information.
- Coordinate background checks and other pre-employment requirements.
- Support development and maintenance of standardized job descriptions.
Onboarding & Personnel Administration
- Coordinate onboarding and orientation processes.
- Maintain complete and accurate personnel files.
- Coordinate employment forms, acknowledgments, policy documents, and required training records.
- Support benefits and payroll administration in coordination with designated vendors or leadership.
- Track employment status, start dates, position changes, and separations.
Employee Relations & Performance
- Serve as a first point of HR contact for routine employee questions and concerns.
- Support performance review processes and documentation.
- Assist leadership with employee relations matters and escalate complex issues appropriately.
- Coordinate corrective-action documentation consistent with organizational policy and applicable requirements.
Policy & Compliance
- Support implementation and maintenance of HR policies and procedures.
- Maintain awareness of federal, state, and local employment requirements affecting CRHE's operating jurisdictions.
- Coordinate required workplace postings, notices, training, and records.
- Support audits and requests for personnel documentation.
Workforce Development
- Coordinate staff training and professional development records.
- Support organizational culture, engagement, recognition, and retention initiatives.
- Maintain organizational charts and workforce data.
- Assist with workforce planning as CRHE expands services and locations.
Minimum Qualifications
- Bachelor's degree in human resources, business administration, organizational management, psychology, or a related field preferred.
- At least 2 years of progressive HR experience, preferably in healthcare, behavioral health, nonprofit, or multi-site environments.
- Working knowledge of recruitment, onboarding, personnel administration, employee relations, performance management, and HR compliance.
- Experience with applicant tracking systems, HRIS platforms, electronic personnel records, or comparable systems.
- PHR, SHRM-CP, or comparable HR credential preferred but not required.
- Strong understanding of confidentiality and professional handling of sensitive employee information.
- Ability to support workforce operations across DE, PA, NJ, and NYC and to research jurisdiction-specific requirements when needed.
