Job Description:

Project Manager - SomRep - Mogadishu

The Role Summary:

The Project Manager is responsible for the overall coordination, delivery, quality assurance, and performance management of assigned SomReP projects and programme components. The position provides leadership in programme planning, implementation, partner coordination, budget oversight, donor compliance, risk management, reporting, and adaptive programme management. The Project Manager ensures that activities are implemented on time, within approved budgets, and in accordance with contractual requirements, technical standards, SomReP strategies, government priorities, and community needs. Working closely with the Monitoring, Evaluation, Accountability, Research, and Learning team, the Project Manager ensures that programme indicators, targets, monitoring requirements, and evidence needs are integrated into implementation plans. The role reviews programme data, monitoring findings, community feedback, financial performance, and evaluation results to identify gaps, explain performance variances, support corrective actions, and inform management decisions. The Project Manager also ensures that partners provide timely, accurate, complete, and verifiable reports supported by appropriate evidence. The position leads engagement with relevant federal, Federal Member State, district, and local government institutions throughout programme planning, implementation, monitoring, review, and learning. This includes promoting alignment with government policies and systems, facilitating joint monitoring and programme reviews, strengthening government ownership, and supporting institutional capacity and sustainability. The Project Manager facilitates collaboration among consortium members, government institutions, donors, technical teams, and other stakeholders to ensure that SomReP interventions are coordinated, evidence driven, accountable, and capable of delivering measurable and sustainable resilience outcomes.

Essentials:

Master’s Degree in in development studies, international development, project management, economics, agriculture, natural resource management, disaster risk management, humanitarian studies, public administration, or another relevant discipline. A bachelor’s degree with substantial relevant programme management experience may be considered. At least three to five years of experience in programme or project management within humanitarian, development, resilience, climate adaptation, food security, livelihoods, or disaster risk management programmes. Demonstrated experience managing complex, multi partner, multi sector, or consortium programmes. Experience managing donor funded programmes, including workplans, budgets, compliance, reporting, and contractual deliverables. Experience working in fragile, conflict affected, drought affected, or displacement contexts. Experience coordinating with government institutions, international organisations, local partners, donors, and community structures. Demonstrated experience using monitoring data, assessments, research, and learning to inform programme decisions. Experience managing programme budgets, expenditure forecasts, procurement requirements, and financial variances. Previous experience working in Somalia or a comparable context is strongly preferred. Experience in resilience programming, early warning, anticipatory action, livelihoods, social protection, climate adaptation, governance, or natural resource management is desirable. Strong knowledge of programme cycle management, results-based management, and adaptive management. Strong understanding of resilience, humanitarian, development, and climate adaptation programming. Ability to coordinate complex programmes involving multiple partners, sectors, locations, and stakeholders. Strong analytical skills and ability to interpret programme, financial, monitoring, and contextual information. Strong report writing, presentation, facilitation, and communication skills.

Working Environment

Office-based in Mogadishu, Somalia with domestic travel required from time to time. World Vision adheres to strict child and adult safeguarding principles.
