Job Description:
Parsons is looking for an amazingly talented Temporary Works Manager (Saudi National) to join our Team!
The Temporary Works Manager will provide technical and managerial leadership for all temporary works activities across the Airport / Infrastructure / Airfield project. The role will be responsible for the planning, coordination, design review, approval, implementation, inspection, and control of temporary works to ensure they are safe, structurally adequate, constructible, and compliant with project requirements.
What You'll Be Doing:
- Lead and manage all temporary works activities across the project.
- Establish and maintain the project Temporary Works Management System and procedures.
- Develop temporary works strategies, design requirements, approval processes, and control procedures.
- Identify temporary works requirements during planning, design, construction, and sequencing stages.
- Review and coordinate temporary works design briefs and ensure appropriate design responsibility is established.
- Manage the temporary works register and maintain accurate records of all temporary works.
- Review and coordinate temporary works designs prepared by internal teams, consultants, and specialist contractors.
- Ensure temporary works designs are independently checked and approved in accordance with project procedures.
- Provide technical oversight for temporary structures, excavation support, access systems, temporary platforms, scaffolding, formwork, falsework, shoring, propping, temporary bridges, and other construction support systems.
- Review design calculations, drawings, specifications, assumptions, loading conditions, and construction methodologies for temporary works.
- Ensure temporary works designs consider construction loads, environmental conditions, wind, vibration, equipment loads, and other applicable forces.
- Coordinate temporary works requirements with permanent works design to avoid clashes and ensure compatibility.
- Review temporary works proposals for constructability, practicality, safety, and ease of installation and removal.
- Coordinate with Construction teams to ensure temporary works are installed in accordance with approved designs.
- Establish inspection and hold-point requirements for critical temporary works.
- Ensure temporary works are inspected before loading, use, modification, or removal.
- Monitor temporary works throughout their service period and ensure they remain safe and fit for purpose.
- Manage modifications, changes, and deviations from approved temporary works designs.
- Ensure revised temporary works are properly assessed, reviewed, and approved before implementation.
- Coordinate with HSE teams to identify and manage temporary works-related risks.
- Support risk assessments, method statements, and safe systems of work associated with temporary works.
- Investigate temporary works failures, defects, movement, instability, or unexpected site conditions and coordinate corrective actions.
- Provide technical support during complex construction activities and high-risk temporary works operations.
- Coordinate temporary works requirements for major lifting, excavation, structural construction, and access activities.
- Review temporary works interfaces with cranes, lifting equipment, heavy plant, access roads, and construction logistics.
- Ensure appropriate temporary works are provided for construction sequencing and phased project delivery.
- Monitor temporary works activities against project schedule and identify potential impacts on construction progress.
- Provide technical guidance and mentoring to Temporary Works Engineers, Coordinators, and site teams.
- Review and approve temporary works documentation in accordance with delegated authority.
- Coordinate with Client, Consultant, Contractors, and specialist temporary works designers.
- Participate in design reviews, constructability workshops, technical meetings, and construction planning sessions.
- Maintain complete temporary works records for project quality, safety, and handover requirements.

Airport / Infrastructure & Airfield Responsibilities
- Manage temporary works associated with airport terminals, airfield infrastructure, roads, utilities, drainage, structures, and external works.
- Review temporary works requirements for runway, taxiway, apron, and airfield construction activities.
- Ensure temporary access, working platforms, excavation support, and construction staging arrangements are suitable for heavy construction equipment.
- Coordinate temporary works around existing operational facilities and live infrastructure.
- Assess temporary works requirements where construction activities interface with existing utilities, roads, structures, and airport systems.
- Support phased construction and complex work sequencing in constrained airport environments.
- Review temporary works associated with district cooling plants, utility corridors, underground services, and major infrastructure installations.
- Coordinate temporary works requirements for heavy lifting and installation of major MEP and structural equipment.
Temporary Works Management & Assurance
- Maintain the Temporary Works Register and identify temporary works by risk and criticality.
- Establish appropriate design review and approval categories based on temporary works risk.
- Ensure competent designers and independent checkers are appointed for critical temporary works.
- Establish inspection, monitoring, and permit requirements for high-risk temporary works.
- Ensure temporary works are clearly identified, controlled, and communicated to site teams.
- Monitor temporary works condition throughout construction and establish inspection frequencies.
- Ensure safe dismantling and removal procedures are developed and approved.
- Maintain records of temporary works inspections, approvals, modifications, and closeout.
- Ensure lessons learned and recurring temporary works issues are captured and incorporated into project procedures.
Qualifications & Experience:
- Bachelor's Degree in Civil Engineering, Structural Engineering, or a related engineering discipline.
- Minimum 15 years of relevant experience, with significant experience in temporary works engineering and construction.
- Proven experience managing temporary works on major infrastructure, airport, industrial, commercial, or complex construction projects.
- Strong knowledge of temporary works design, construction methodology, structural engineering, excavation support, formwork, falsework, and temporary structures.
- Experience managing temporary works design processes, independent checking, approvals, and site implementation.
- Strong understanding of structural behavior, construction loads, stability, temporary conditions, and construction sequencing.
- Experience coordinating with specialist temporary works designers, contractors, consultants, and Client representatives.
- Strong knowledge of relevant international codes, standards, and temporary works best practices.
- Professional engineering registration or equivalent certification is preferred.
- Strong leadership and project management experience.
