Job Description:
Parsons is looking for an amazingly talented District Cooling Plant Engineer (Saudi National) to join our Team!
The District Cooling Plant Specialist will provide technical and site support for district cooling plant activities across the Airport / Infrastructure project. The role will assist with the installation, inspection, testing, commissioning, and operation-readiness of district cooling plant systems, ensuring compliance with approved designs, specifications, project requirements, and applicable standards.
What You'll Be Doing:
- Support technical and construction activities related to district cooling plant systems.
- Review approved drawings, specifications, equipment schedules, and technical documentation.
- Assist in monitoring installation activities for district cooling plant equipment and systems.
- Coordinate with Contractors and site teams to ensure works follow approved designs and Method Statements.
- Support inspection and verification of mechanical equipment and associated systems.
- Assist with reviewing equipment submittals, material approvals, and technical documents.
- Support preparation and review of RFIs, Technical Queries, and site technical clarifications.
- Assist with monitoring construction progress and identifying technical constraints.
- Participate in technical coordination and progress meetings.
- Coordinate with QA/QC teams during inspections and testing.
- Support testing and commissioning activities.
- Maintain technical records, inspection reports, equipment documentation, and commissioning records.
- Support identification and resolution of technical issues during installation and commissioning.
- Assist with preparation of punch lists and follow-up of outstanding works.
- Support final testing, commissioning, and handover activities.

Installation & Construction Support
Assist in monitoring installation of chillers, pumps, cooling towers, heat exchangers, and associated equipment. Verify equipment installation against approved drawings and manufacturer requirements. Assist with checking equipment alignment, supports, foundations, vibration isolation, and connections. Monitor installation of chilled water and condenser water pipework. Verify pipe routing, supports, valves, strainers, flexible connections, and accessories. Assist with monitoring insulation and equipment protection. Support installation inspections and identify potential installation issues. Coordinate with Civil, Structural, Electrical, Instrumentation, and BMS teams on interfaces. Assist with equipment delivery, storage, handling, and preservation requirements.
Testing & Commissioning Support
Assist in preparation and implementation of testing and commissioning activities. Support pressure testing and flushing of chilled water and condenser water systems. Assist with equipment pre-commissioning inspections. Support pump testing and performance verification. Assist with chiller and cooling tower commissioning activities. Support functional testing of valves, instruments, and control systems. Assist with BMS / SCADA interface testing. Record test results and identify deviations from approved requirements. Support commissioning teams in resolving technical issues. Assist with completion of commissioning checklists and documentation.
Quality & HSE
Support compliance with approved Method Statements, ITPs, drawings, and specifications. Participate in inspections with QA/QC teams. Assist with review of WIRs, MIRs, test reports, and equipment certificates. Identify defects and non-conforming works and report them to the relevant team. Support NCR resolution and corrective actions. Follow project HSE requirements and safe working practices. Ensure safe practices during equipment installation, lifting, pressure testing, and commissioning. Participate in toolbox talks, site inspections, and HSE activities.
Airport / Infrastructure Responsibilities
Support district cooling plant activities serving airport terminals, support buildings, and associated infrastructure. Coordinate works within operational and restricted airport environments. Support interfaces between district cooling plants, chilled water networks, buildings, and other infrastructure. Assist with phased construction and commissioning activities. Ensure technical activities comply with project-specific airport requirements and operational constraints.
Qualifications & Experience
- Bachelor's Degree in Mechanical Engineering, Building Services Engineering, or a related discipline.
- Minimum 2 years of relevant experience in HVAC, district cooling, mechanical systems, or MEP construction.
- Basic understanding of district cooling plant systems and chilled water infrastructure.
- Familiarity with chillers, pumps, cooling towers, heat exchangers, valves, and chilled water networks.
- Basic understanding of testing and commissioning procedures.
- Experience working on major building, infrastructure, MEP, or district cooling projects is preferred.
- Good understanding of engineering drawings, specifications, Method Statements, and ITPs.
- Familiarity with QA/QC and HSE requirements.
- Good communication and coordination skills.
- Ability to work effectively with Contractors, Consultants, and multidisciplinary project teams.
