Description of Work

The Public Health Disease Intervention Specialist supports communicable disease control efforts within the Communicable Disease Branch and serves a multi‑county region based out of the Wilmington Field Services Office in New Hanover county. The position conducts interviews to obtain case-related information, explains disease transmission, treatment, prevention, and legal requirements, and analyzes epidemiologic details to determine priority for follow-up.

This role provides education, consultation, and technical assistance to local health departments and private providers on interview methods, records, treatment procedures, and quality control. The employee performs phlebotomy on suspected cases and participates in efforts to control the spread of sexually transmitted infections and HIV. Work requires frequent engagement with diverse communities and consistent documentation of activities within established public health protocols.

Key Duties Include:

• Conduct interviews to obtain accurate case-related information for sexually transmitted disease and HIV investigations.
• Explain disease processes, treatment options, prevention strategies, and applicable legal requirements to clients.
• Analyze epidemiologic case information to determine follow‑up priority and appropriate intervention steps.
• Provide education, consultation, and technical assistance to local health departments and private providers on interview techniques, documentation procedures, treatment processes, and quality control.
• Perform phlebotomy procedures on suspected communicable disease cases.
• Carry out work efforts to reduce the spread of sexually transmitted diseases and HIV infection across a multi‑county service area.
• Establish rapport and communicate effectively with clients and stakeholders from diverse cultural, racial, ethnic, and lived experiences.
• Document investigative findings and follow‑up activities in accordance with public health procedures.
• Conduct partner notification, counseling, and referral activities aligned with communicable disease protocols.
• Travel within the assigned region as required using the employee’s personal vehicle.

Knowledge Skills and Abilities/Management Preferences

Salary Grade Range: $43,477.00 - $65,216.00
Recruitment Range: $43,477.00 - $49,708.00

• Advanced proficiency conducting communicable‑disease interviews, including extracting accurate case details from individuals across diverse communities.
• Demonstrated experience analyzing epidemiologic information to determine appropriate follow‑up actions and priority levels within multi‑county disease‑control workflows.
• Expert-level skill delivering education, consultation, and technical assistance to local health departments and private providers on interview processes, documentation standards, treatment procedures, and quality‑control practices.
• Proven success performing phlebotomy and specimen‑collection tasks as part of investigations for suspected sexually transmitted infections and HIV.
• Intermediate proficiency carrying out partner‑notification, counseling, and referral processes for individuals affected by sexually transmitted infections or HIV.
